The Mahmud Tarzi International Forum, MTIF, has been successfully organised on June 8th-9th, 2009, at the Istanbul University Eurasia Institute in Istanbul. It has been a very motivating and educational Forum.

Dear Members of Board of Trustees,
Dear Academicians,
Ladies and Gentlemen,

With your permission, I would like to send you my greetings for this Forum you have organised for the first Foreign Minister of Afghanistan, Poet, Man of Letters and Reformist Honourable Mahmud Tarzi. I also would like to send my appreciations to students and followers of Mahmud Tarzi, valuable Academicians, Scientists and Speakers.

I am deeply sorry not to be with you due to my programmes scheduled earlier. But I am with you with my deep wishes as one of Allama Mahmud Tarzi's follower.

Ladies and Gentlemen,

Mahmud Tarzi, the Man who enlightens our country, started a civilized, bright and spiritual programme during imperialist countries wanted to take control of eastern countries.

Without doubt, the biggest revolutionist and the head of Independency Act, Ala Hazret Gazi Aman Ullah Han believed in this man and showed this with the authorities he has given to him.

We believe the ideas of Gazi Aman Ullah and Mahmud Tarzi, have great positions for today's Afghanistan.

I believe this Forum, organised for the 75th Memorial of Allama Mahmud Tarzi, is not an end of him and his enlightening ideas. On the contrary, they are starting a new period of which we have to be the followers with sacrifice, patience and logic.

It is a great surprise that all patriotic and culture expert personalities have been tried to be exterminated, isolated or exiled. Unfortunately this process still continues. Ibn-i Sina was rejected for being labelled as Non-Muslim, Abu Reyhan Albiruni faced the same treatment and Mahmud Tarzi and Gazi Aman Ullah have been exiled, a lot of respectful and important names lost their lives on this path. But our journey is not over yet. We have a long way ahead of us. I wish you luck during this journey and I ask you to think of me among you.

I wish I could be with you. To my sincere regret, however, my schedule has conspired against me. I have long standing commitments in New York which prevent me from coming to Istanbul on June 8th.

Honorable President of Mahmud Tarzi Cultural Foundation, mr. Omer Tarzi,
Dear Guests, my Academic fellows,
Ladies, Gentlemen

I am very sorry for not being able to participate in the Mahmoud Tarzi international forum to be held in Istanbul on the 8th and 9th of June, 2009, where I was kindly invited by the organizers. I have to travel by the same days from Paris to USA, Northern California where I have planned to stay. 
My message to the participants of Mahmoud Tarzi Forum is about communicating the news concerning the publication, in 2009, in Kabul of a second edition the Articles of Mahmoud Tarzi, in a volume of 735 pages, collected by me. (First edition: 1975)
This important collection contains all the major articles (maqâlât) published in Sirâj-ul-Akhbâr (1911-1918) and also all the pamphlets (risâla-hâ) of Mahmoud Tarzi on dfferent subjects. It became totally out of print. The new 2008 edition, with a tirage of 1000 copies is hightly needed by all scholars interested in the political, social history of Afghanistan in the beginning of the 20th century.   I am thankful to Dr. Dadfar Spanta, Minister of Foreign Affairs for having held in August 2008, the conference in Kabul, about Mahmoud Tarzi and Mohammad Wali Khan (Darwazi), who were both, one after other, Ministers for Foreign Affairs of newly independent Afghanistan. The decision of the new edition of the collection was taken by that time in August 2008 in Kabul.  I am also thankful to my friend, Gholam-Sakhi Ghayrat, the director of the Institute of Diplomacy in Afghanistan Ministry of Foreign Affairs who was taking care of the new printing. Among those who have contributed in different ways, in preparing this second edition, I have to mention the names of Fazl-ur-Rahman FAZEL, F.A. Yousof-Zay and Ms. Fâtima Tâluqani.

The book starts by my detailed articles on Sardar Gholam Mohamad Tarzi, Mahmoud Tarzi himself, and ends by an expanded bibliography of Mahmoud Tarzi's works and about books concerning, and his time and Afghanistan.
The book prepares the ground for scholarly studies on Mahmoud Tarzi and on the efforts he deployed for those who understand Dari/Persian. It also makes possible the translation from Dari/Persian into English (and into other languages) of important articles and pamphlets of Mahmoud Tarzi.

On the occasion of Seminar to honor the 75th Death Anniversary of
Allama Mahmud TARZI
June 8, 2009 Istanbul

Honorable Mrs Shahidokht India d' Afghanistan, honorable Omar Tarzi, Director Tarzi Foundation, honorable Dr. Hayati Tofakchi Ughlu, Head of Euro-Asia Institute, intellectuals, academicians, and dear Afghan and Turk brothers and sisters:

It is indeed a matter of a great pleasure and pride for me to be with all of you today at this historic moment to commemorate Allama Mahmud Tarzi’s 75th death anniversary- one of Afghanistan’s greatest scholar, an intellectual, a modern thinker, a cultural and political figure, who is a symbol of pride for both the nations - Afghanistan and Turkey.

Allama Mahmud Tarzi was the Father of Afghan Journalism and was a brilliant politician and a key figure in the history of Afghanistan who rendered unforgettable services for his country.

Today, I am extremely happy to witness that his successors and members of his family have kept alive his memory and not letting the candle to extinguish set alight by Mahmud Tarzi. Today, we highly need that (candle) to enlighten all of us.

Dear Friends:

Unfortunately, today, we Muslims, Easterners, Turks and Afghans are not in very different situation in which Tarzi lived and struggled. During his period eastern countries were left behind, invaded and plundered. The same situation existed during the period of Sayed Jamaluddin Afghan and before. And unfortunately same position continues even today in this so called modern world which is a matter of great concern for all of us.

Sayed Jamaluddin Afghan, Allama Mahmud Tarzi and Allama Iqbal stood for freedom, peace and equality and today all of us want the same. Muslims always believe in peace, mutual respect and co-existence. Islam brings honor, humanity, peace and brotherhood and not hatred and violence. Mahmud Tarzi struggled against two major opponents, first the colonialists and secondly dogmatists, both damaged Islam.

Allama Tarzi was not only a literary person, thinker, writer and a political activist but also forged a strong friendship between the two brotherly nations, Turkey and Afghanistan.

This relationship is highly deep-rooted and historic. Maulana Jalaluddin Balkhi-Rumi was burried in this great country. Sayed Jamaluddin Afghan lived here and Mahmud Tarzi was also buried here showing the historic and deep rooted relationship between the two countries. For we Afghans, this has a distinct meaning and significance as it shows the similarity between our thinkers, our struggle, and our cause. Today, Afghanistan needs personalities like Maulana Jalaluddin Balkhi, Sayed Jamaluddin Afghan and Mahmud Tarzi. We hope that once again such personalities rise again and further strengthen the ties between the two Nations and fill up the vacuum created in Afghanistan due to the two and a half decades of prolonged war.

I once again wish to thank to mohterem Omar Tarzi, president of MTCF and the organizers of this important seminar and wish that the path of Tarzi is followed by many.

THANK YOU SO MUCH FOR BEING WITH US, SHARING YOUR IDEAS AND ADVISES AND I AM SURE WITH YOUR VERY COURAGING SUPPORTS WE WILL END THE FORUM SUCCESSFULLY.

I BELIEVE AFTER THIS FORUM WE SHALL WORK HARDER TO SPREAD ALL THESE IMPORTANT WORKS TO AFGHAN NATION AND HOPE MEDIA WILL DO ITS DUTY AND PUBLISH THEM.

IN MY SPEECH I WILL TALK ABOUT THE FOUNDATION AND ITS ACTIVITIES AND ITS FINANCIAL PROBLEMS.

MTCF WAS FOUNDED ON SEPTEMBER 2005 AND SINCE THEN WE HAVE BEEN SPENDING MONEY FROM THE FAMILY SOURCES AND DONATIONS FROM A FEW OF OUR SUPPORTERS, TO CONTINUE ITS ACTIVITIES.

ONE PEOPLE/ONE FLAG/ONE COUNTRY IS WHAT MAHMUD TARZI INSISTED TO REALIZE FOR AFGHANISTAN. THIS SYMBOL IS NOT A MUST IN MOST OF WESTERN CONTRIES AGENDAS FOR THE THIRD WORLD COUNTRIES, THEY HAVE DIFFERENT APPROACHES AND VALUES BUT FOR AFGHANISTAN THIS SYMBOL STANDS AS A UNITY AND IT IS A MUST!

MY GRANDFATHER DID IMPORTANT WORK FOR HIS COUNTRY, ESPECIALLY IN EDUCATION.
HE WORKED HARDLY TO GIVE HIS PEOPLE THE FEELING OF LOVE AND COURAGE AND UNITY TO PROTECT AFGHANISTAN FROM THE ENEMIES.

FOR THIS REASON WE THE FAMILY MEMBERS OF MAHMUD TARZI’S GRAND CHILDREN, ESTABLISHED THE MTCF AND WISHED TO WORK ON EDUCATION AND THE CULTURE TO FOLLOW HIS IDEAS TO BRING PROSPERITY AND UNITY TO AFGHANISTAN. TO DO THIS WE MUST WORK WITH GOOD PEOPLE, WELL EDUCATED ACTIVE PEOPLE, WELL MANAGEMENTS AND HEARTFELT FEELINGS.

THE NAME OF MAHMUD TARZI, FOUNDATION AND THEIR ENVIRONMENT GIVE RESPECT TO THE PUBLIC, STATES AND GOVERNMENTS.
WE ARE AWARE OF WHAT WE CARRY ON OUR SHOULDERS.

AFGHANISTAN CAN NOT DEVELOP WITHOUT LAW AND ORDER. EVEN WITHOUT THE INSURGENCY, DRUGS AND CRIME, THE AFGHAN LEGAL SYSTEM HAS MANY PROBLEMS. FOR EXAMPLE, CORRUPTION, LACK OF TRUST IN THE JUDICIARY, A STRONG INFORMAL SYSTEM AND THREATS FROM THE TALIBAN. PEOPLE NEED SINCERE AND WARM PROTECTION AND ONCE YOU SHOW IT, TO MAKE THEM FEEL,THEY WILL COME WITH YOU!

AS YOU MAY ALL KNOW HUMAN EAR AND EYE ARE IN THE DEEP OF THE COSMOS WITH NEW TECHNOLOGIES. EVERY DAY A NEW PLANET, GALAXY IS DISCOVERED IN OUTER WORLDS. WE RECEIVE PICTURES FROM THOUSANDS OF LIGHT YEARS. UNIVERSE, NOW WE BELIEVE, STRETCHES AT LEAST 130 BILLION TRILLION KM IN EVERY DIRECTION AROUND US. WE KNOW OUR GALAKSY IS A MEMBER OF A CLUSTER OF GALAXIES, THAT IS ITSELF AN OUTLYING MEMBER OF A SUPERCLUSTER 100 MILLION LIGHT YEARS ACROSS, WHICH IS BUT PART OF A FLAMENT THAT STRETCHES A BILLION LIGHT YEARS ACROSS SPACE.

BACK AGAIN TO OUR FINANCIAL PROBLEMS, MTCF’S STRONG WISH IS TO REALIZE THE MAHMUD TARZI COMPOUND IN AFGHANISTAN. THIS PROJECT WILL BRING EMPLOYMENT OPPORTUNITIES,MIN. TO 200 PEOPLE. THAT MEANS 1.000 PEOPLE WILL GET FOOD EVERY DAY!

AND FOR THE REALIZATION OF THIS PROJECT WE NEED HIGH SUPPORT FROM EVERY OFFICE OF THE STATE,TO WORK WITH GOOD PEOPLE AND WELL MANAGEMENTS… AND OF COURSE CALM ATMOSPHERE, SUITABLE ENVIRONMENT ARE MUST!

WE ARE PROFESSIONAL BUSINESS PEOPLE AND ALWAYS OPEN FOR THE LOGICAL DEMANDS AND PARTICIPATIONS TO SHARE OUR POWERS TO REACHT HE TARGETED RESULTS.

BUT WE DON’T WANT TO GET INVOLVE WITH THE FOGGY UNVISIBLE ASSOCIATIONS, INSTITUTIONS. THEREFORE WE NEED TO SHARE THIS PROJECT WITH THE GOVERNMENT.

THE CARDIOLOGY HOSPITAL IN THIS PROJECT WILL GIVE SERVICE TO ALL THOSE PATIENTS GOING ABROAD AND ALSO RECEIVE THOUSANDS OF PATIENTS FROM OTHER COUNTRIES .

WITHIN THIS COMPOUND THERE WILL ALSO BE A MODERN, UPGRADED CONFERENCE HALL FOR 900 PEOPLE. A BUILDING WILL INCLUDE A RESEARCH CENTER WITH LIBRARY,STUDY ROOMS, CARE CENTERS FOR ACADEMICIANS, SCHOLARS, RESEARCHERS TO WORK HEALTHLY AND COMFORTABLY. A PRINTING OFFICE, A HOTEL AND REHABILITATION AREAS WILL BE A PART OF THIS COMPOUND .

I ALWAYS WONDER WHY I STARTED THE MAHMUD TARZI FOUNDATION. IN FACT IT IS REALLY HARD TO FIND AN ANSWER BUT THERE ARE MANY EXPLANATIONS. ONE OF THEM IS, I CARRY HIS BLOOD, SO I ACT JUST LIKE HIM, GET RISKS AND FIGHT FOR THEM. AND MORE IMPORTANT MAY BE IT IS A DEBT WE HAVE TO PAY HIM.

MY MISSION STARTED ON THE FIRST DAY I ARRIVED TO KABUL AIRPORT, TO MEET MY CITIZENS, FEEL THEIR SYMPATHY FOR US, AND THEIR STARES FULL OF EXPECTATION WAS THE TIME FOR ME TO DECIDE TO WORK, TO DO SOMETHING FOR MY COUNTRY.

TO ACTUALIZE OUR MISSION; FINANCE IS THE FIRST WEAPON AND ACCORDING TO MY EXPERINCES, WITHOUT FINANCIAL STRENGHT YOU CAN NOT EXPECT HOPE IN BUSINESS FIELD AND SO IT IS THE SAME WITH MTCF, WE ARE STILL STANDING IN THE START LINE,WITH HOPE…

WITH THIS REALITY FROM THE FIRST DAY OF THE ESTABLISHMENT, MYSELF AND FEW OF MY COLLEAGUES STARTED TO WORK ON A PROFITABLE PROJECT TO FIND FINANCIAL MEANS TO THE PLANS, WORKS OF MTCF…!

I VISITED THE PRESIDENT KARZAI AND HIS 26 MINISTERS ONE BY ONE TO EXPLAIN THE MTCF COMPOUND PROJECT AND AFTER THAT THE ECONOMIC SHURAA/CONSUL INVITED ME FOR THE PRESENTATION AND MTCF PROJECT WAS APPROVED.

PROJECT ITSELF IS A HIGHLY PROFFESSIONAL WORK MADE BY ONE OF THE LEADING GROUPS IN TURKIYE. TALKS WERE GOING TO PRESENT THIS PROJECT TO AGA KHAN CONTEST TO GET AN AWARD!!!

IMMEDIATELLY AFTER THIS, I BROUGHT THE OWNER OF THE CONSTRUCTION COMPANY TO KABUL AND FROM THE AIRPORT WE WENT TO PRIME MINISTRY OFFICE TO MEET H.E. MASSOUD ZIA AND WITH HIS KIND INITIATIVE WE MET THE CITY MAYOR AND IMMEDIATELLY IN THE SAME DAY WE VISITED THE AVAILABLE LANDS IN THE SUITABLE AREAS OF KABUL.

WE WERE HAPPY AND EVERYTHING SEEMED TO BE GOING WELL. CONSTRUCTION COMPANY SCHEDULED 7 MONTHS TO REALIZE THE PROJECT.

BUT BECAUSE OF THE WEAK SECURITY AND BEGINNING OF THE SUICIDE BOMBINGS IN THE CAPITAL CITY, IN 2006, CONSTRUCTION COMPANY WITHDREW THE PROJECT FOR A WHILE.

THEN THE HARD DAYS BEGUN FOR THE COUNTRY…

I STILL BELIEVE THAT WE WILL ACTUALIZE THE COMPOUND PROJECT IN WHICH THERE WILL BE A HOSPITAL , A STREET CHILDREN CARE CENTER, AN INTERNATIONAL LIBRARY, A CONGRESS HALL, A WOMEN CARE CENTER, OPEN/CLOSE REHABILITATION CENTERS…AND OTHERS WITH THEIR MANAGEMENTS.

BUT WE NEED CONSTRUCTIVE LAY OUTS,

LAST YEAR H.E. PRESIDENT KARZAI ORDERED A 1 JERIB LAND TO BE ASSIGNED TO THE MTCF AND WE HOPE THAT WE WILL BUILD MTCF HQ AND THE RESEARCH CENTER OF MAHMUD TARZI IF WE CAN RECEIVE THE OFFICIAL PAPERS,DEED OF THE LAND ON TIME.
